Alan has over 30 years experience conducting program evaluations, performance measurement and risk management assignments. He has successfully delivered training and workshops in these areas as well. Alan began his consulting practice in 2007, after 30 distinguished years of service in the federal government of Canada. His career includes over 13 years as an Assistant Deputy Minister, including assignments within Canada's Treasury Board where he held responsibilities for program evaluation as well as performance measurement. He was the Assistant Deputy Minister responsible for Finance and Administration at Human Resources Development Canada, one of the Canadian government's largest operating departments and the Senior Financial Officer for the Canada Pension Plan and Canada's Employment Insurance Program. Alanís consulting practice has specialized in the areas of program evaluation, management frameworks, results-based planning, performance measurement, policy analysis and risk management. Alan is a recognized expert in program evaluation and performance measurement and has developed the Treasury Board policies and guidelines for these areas. At HRSDC, he played a key role in the management of over 30 grants and contribution programs and acquired in depth experience in the management and delivery of the federal transfer payments programs.
Alan has extensive experience in strategic planning, government operations, change management and performance measurement. He has worked at the Assistant Deputy Minister level at Treasury Board Secretariat, large government departments and small agencies. He has extensive experience in Federal Provincial relations and has represented the federal government at meetings across Canada and internationally. He has worked with decision-makers at all levels, made presentations to Parliamentary Committees and served as the federal spokesperson with the national media regarding several very sensitive and high profile management issues.
Alan has attained his Doctorate in Economics from the University of London and is fluently bilingual in English and French.
